Speaker Wetangula denies failing to pay for German Shepherd dogs

The Speaker of the National Assembly Moses Wetangula has refuted claims that he never paid in full for two German Shepherd dogs and alleged training.

Wetangula, through one Stephen Apopo Okumu who was present when the oral contract between him and Bethwel Isokat was entered, said that Isokat was paid Sh 100,000 as agreed.

The Speaker claims that on 26th June 2024 Isokat wrote a WhatsApp message to him claiming that he owed him Sh 214,000.

It is alleged that Wetangula responded to the message categorically informing him that he did not owe him any monies.

Wetangula further claims that at no point did he contract Isokat to train the dogs for an alleged Sh 50,000.

“Am categorical that the applicant did not offer any training to the dogs post-delivery and there was no contract between the respondent and the applicant for post-delivery training,” Okumu said.

It is his submission that Isokat’s intention is to camouflage himself as a victim in the fictitious claim with malicious objective that he can extort money from the speaker.

According to court documents, the claim is intended to malign, vex, humiliate and annoy the Speaker as well as embarrass and attract negative publicity against him.

In his application, Isokat claims that in June 2021, Wetangula contracted him to deliver among other things, two male German Shepherd dogs aged six months and one year old.

Other things he claims to have supplied include dog food, five liters of dog shampoo and dog grooming brushes, all amounting to Sh 348,100.

Isokat also claims that the Speaker request him to train his staff on handling the dogs, a request he allegedly accepted for Sh 50,000.

It is his argument that Wetangula failed to pay him the amount and after several follow-ups, he only paid him Sh 100, 000 and has since refused to pay the balance.
