Politician, lawyer charged with defrauding Israeli national Sh 62 million in fake ministry tender

A Ford Kenya politician and a lawyer are in court over conspiracy to steal Sh 62 million from an Israeli national by pretending they were in position to help him secure a tender at the Ministry of defense.

Politician Emmanuel Charles Osore and lawyer Michael Otieno Owano are accused of conspiring to steal USD 400,000 (apprx  Sh 60 million) from Cohen Oshry by falsely pretending that they were in position to secure him a tender for the supply, delivery, installation of GSM  offensive system to the Ministry of defense under request for proposals (RFP) reference number MOD /SDM/CS /01/‪2023-2024‬, a fact they new was false.

The two are alleged to have committed the offense on diverse dates between 25th August 2022 and 22nd January 22 2024 at an unknown place, jointly with others not before court.

Osore is further charged with making a false Cyber security project commitment letter reference number DHQ/CYBER/785/1DM addressed to ISKY Holdings Limited purporting it to be a genuine and valid document issued by Ministry of Defense of the Kenyan Government.

The accused is alleged to have committed the offense on 13th March 2023 at unknown place.

In addition, Osore is charged with making a false Service Level Agreement contract number MOD00322023 in respect of supply, delivery, installation, testing and commissioning of GSM cyber offence system between for the Ministry of Defense and the said ISYK Holdings Limited purporting it to be a genuine and valid document issued by Ministry.

He is believed to have committed the offense on 17th October 2023.

The accused persons denied the charges before Principal Magistrate Gilbert Shikwe.

Osore was released on a cash bail of Sh 500,000 while Owano, who is facing one count was released on a cash bail of Sh 400,000 pending hearing and determination of the case.
